CREATE House Release Paths

CREATE House Lancaster is listed by the Pennsylvania Department of Corrections Bureau of Community Corrections as a community contract facility. The distinction matters. A person can leave a state correctional institution and reside at CREATE under DOC rules. That move is a release from the secure prison building, but it is not necessarily a final discharge from the sentence or from parole supervision.

A later departure can have several meanings. The resident may move to an approved address, transfer to another community corrections placement, return to secure custody, face an alleged absconding or violation action, or complete supervision. Absence from a current online result cannot identify which event occurred. Use the DOC Department Supervised Individual Locator, the assigned parole office, and a focused DOC records request to establish the recorded transition.

PA DOC says its locator data updates daily, but that schedule does not turn a public entry into a certified departure record. A CREATE placement can change between agency updates, and the public result may describe supervision without naming each residential step. For a time-sensitive pickup or reporting question, use the assigned parole office or CREATE contact. For proof of an older move, request the existing placement or discharge record instead of relying on a current screen.

Confirm CREATE House Departures

The correct first tool is the PA DOC Inmate and Department Supervised Individual Locator. Search both modes. The inmate mode covers people currently in DOC custody and accepts names or an inmate number, with filters for committing county, current location, birth information, gender, and other identity details. The supervised mode is the more useful path after an SCI release. It can return a parole number, supervision or district location, demographic details, a photo, and a field called Release Date.

1. Collect the exact legal name, date of birth, DOC inmate number, or parole number when known.
2. Search the Department Supervised Individual mode first, then check the inmate mode for a return to secure custody.
3. Compare the photo, identifier, county, and supervision location. Never rely on a name alone.
4. Call the Lancaster state parole sub-office when the public result does not explain the person’s present supervision route.
5. For a historic transition or final discharge, request an existing DOC commitment, placement, release, or discharge record keyed to the DOC number and date range.

Its Release Date field belongs to the supervised search and must not be relabeled as a guaranteed future or final discharge date.

CREATE House Release Contacts

Facility staff can address current operational questions within privacy and security limits. State parole staff handle DOC field supervision. Neither office is a public archive that must disclose a full case file by telephone. A caller should ask which office holds the needed record and avoid assuming that residential departure equals a legal discharge.

A narrow DOC request can seek existing placement, release, or discharge dates, a sentence-calculation record, and the recorded transition type or destination. Pennsylvania’s Right-to-Know process allows exemptions and redactions. It does not require the department to create an explanation of why a locator entry changed.

Parole Board records follow a separate route from DOC custody and placement records. A final Board Action may grant or refuse parole, impose conditions, or address recommitment. Internal reports and evaluations used to make a decision may be confidential under Pennsylvania law. When the goal is to prove a past CREATE transition, ask the agency for the final or event record rather than demanding the entire evaluative file.

CREATE House Facility Role

A community contract facility sits between secure state confinement and less restrictive community living for some state reentrants. Reentrant is the DOC term for a person preparing to return to the community. CREATE House is not an SCI. It is also not Lancaster County Prison, does not conduct the county’s general jail bookings, and should not be searched through Lancaster’s live county inmate locator.

The Bureau of Community Corrections contact listing is the official source for CREATE House’s status and contact details. State parole instructions are generally assigned before release. The Lancaster sub-office can identify the proper reporting route, though privacy rules may prevent staff from giving a caller the full supervision history.

The listing places CREATE within Pennsylvania’s community corrections network, which is why state supervision sources govern its release and transition checks.

CREATE House Status Changes

Moving through community corrections is not a single release event. A person may be granted state parole, leave an SCI, enter CREATE, receive approval for work or other activity, move to an approved residence, and later complete supervision. Each point has its own record. The supervised locator may show a release date and district office while the person remains under DOC authority. A Board Action may explain parole conditions or a review, but a review month is not a guaranteed release date.

A violation can reverse the path. The person may face supervision action, transfer, or recommitment. Recommitment means return to custody after a parole violation decision. An absconder alert is an accusation that state reporting rules were not followed, and the public should never approach or try to apprehend a listed person. The ordinary presence of someone in the supervised locator does not mean that person is wanted.

For present status, compare the locator with the assigned parole office. For a past placement or discharge, seek the final agency record. Court dockets may explain the sentence, but DOC and Parole records explain the state supervision event.

Lancaster Facility History Context

Lancaster County Prison, the Haviland-designed sandstone building that began receiving prisoners in 1851, remains in use while a replacement is planned. CREATE House has a different lineage and role. It is a current state community contract listing at Green Street, not part of that county prison’s historic physical plant. The fact that both facilities have Lancaster addresses does not merge their operators, records, or release paths.

Commissioners’ 2025 action extended design work for a proposed county correctional facility through March 2029. That county project did not close the existing prison, move county bookings to CREATE, or turn CREATE into a county jail. Keeping those facilities separate prevents a common release error. A county detainee leaving East King Street belongs in the county records and PA SAVIN chain. A state reentrant residing at CREATE belongs in the DOC supervision and parole chain.

The county prison’s current-custody search also should not be used to test whether a state reentrant remains at CREATE. It was built for Lancaster County Prison records and can omit a person whose state case never involved that jail. Conversely, a state supervised result does not establish residence at CREATE unless its current placement details or an agency record supports that conclusion. A release date can mark departure from an SCI while community corrections and parole duties continue. Final discharge needs its own proof.

A narrow inquiry reduces identity errors. Use the DOC or parole number where possible, state the dates at issue, and ask for an existing placement or discharge record. If another jurisdiction may have taken custody, search that jurisdiction directly. Neither a photo match nor a missing online entry should substitute for an agency identifier and a recorded event.
